These pack covers were made to make the soldiers' field packs inconspicuous against the natural background.  Originally made for the ALICE medium and large rucksucks, it's heavy elastic opening gives it a universal fit so it can be used on a variety of military pack including the MOLLE series of packs, as well as non-military commercial backpacks.
With it's water repellent feature, it will help protect your clothes, food and gear inside your pack. But this pack cover has many more uses and is really versatile.  In a survival situation, it can be used to hold and store water, or used as a bag to hold food or gather and carry supplies.
